To tell truth or not

For a person:

Telling not the truth makes one guilty.
Telling nothing is performed as dumb person’s duty.
Telling only half the truth makes one a safe roadside walker.
Telling the absolute truth can be risky; thence one becomes a martyr or gets kiss on the forehead.
